 It is with great pleasure and an honor to present to the people of Kiribati the Kiribati Development Plan 2008 to 2011. This plan is the eighth in the series of development plans which started 1979 when we first became an independent nation. It builds on the previous plans extending it for a further four years and it is a combined effort of all relevant stakeholders. Though the formulation of this plan is entrusted to my Ministry, without the assistance from the relevant stakeholders through a consultative process, the plan would not be as comprehensive as it is now,
